PARKING AREAS

RULES AND REGULATIONS

INDIVIDUAL RACE PACK COLLECTION

All participating athletes are required to collect their race pack at the registration counters located at The Red Crab, Clark Parade Grounds at the stipulated timing.

Please do not bring your bikes or any large luggage into the overall traffic flow. You may leave these items away from the queue at your risk.

TEAM RELAY RACE KIT COLLECTION

All team relay member should be present to collect the race packs from the counter. All members must receive the race packs prior to the race start. All team members’ updated information must be furnished during the race pack collection.

Please take note: Each team member is required to compete and no substitution is permitted before or during the race. Should any unauthorized athlete found to be competing as a team member, the team will be subjected to disciplinary action which may include disqualification of the team or its member or both.

ATHLETE WRISTBAND

ID wristband must be worn at all times, from the time of collection to the end of race. Please take note that the ID wristband provides access to athletes only restricted areas. It also serves as the only means to transition area to store bikes pre-race and for collection of bike and gear post-race. Kindly take note only athletes are permitted for entry into the transition area.

TIMING

Kindly collect the Timing Chips from the timing personnel by confirming personal identity at the race pack collection. Kindly verify the number on the timing chip that corresponds with the race number and personal information.

Each timing chip must be worn on the LEFT ankle and to be worn/used at all times during the race. The timing chips will be used at point of entry into transition area in the morning of race and officials may refuse entry if timing chips are not worn. Lost or unreturned timing chips will result in a fine of Php 1,000.

IMPORTANT FOR TEAMS – For all teams, kindly take note BOTH the cyclist and runner must wear the timing chips. The runner must transfer the timing chip to the cyclist and the cyclist must transfer the chip to the runner within the transition area. The final runner thereafter wears the timing chip from the transition area to the finish line.

NO TIMING CHIP = NO TIME = DISQUALIFIED

BIKE CHECK

All bikes will be checked by technical officials before being allowed entry into transition area. Kindly ensure bike and helmet are in proper and safe working condition before checking process.

Example of items that will be checked:

  • End plugs on handle bars
  • Tires condition
  • Stripped cabling
  • Minimum one water bottle cage
  • Brakes condition

Bikes that do not comply with the regulations will be allowed to be re-tested before the transition area closes. Athletes are to make any amendments at their own cost within stipulated time.

HELMET CHECK

The usage of bike helmet is compulsory on bike course. Checking of helmet will be conducted by an official at the Transition Area, Kindly wear them upon entering the area. Helmet must meet the following specifications:

  • Helmets must be approved and certified by a recognized testing authority
  • No alterations are allowed to any alteration to the manufacturer`s chinstrap.
  • No addition or removal of outer/inner cover
  • Helmets must not have any sign of damage prior to the race

MECHANICAL SUPPORT

Mechanical support services will be provided at the mechanic station in the Clark Parade Grounds from 3:00 to 5:00 on Sunday, October 8. All participating athletes are to ensure their bike are in roadworthy condition and final check are recommended.

WITHDRAWAL

Any athlete who wishes to withdraw prior to race day must report to the information counter at the Clark Parade Grounds from 10:00 to 19:00. Any withdrawal on race day, must be reported at the Timing Booth located near the Finish line.

INSURANCE

All participating athletes are advised to purchase their own insurance for the duration of the event. All non-Philippine residents who are not covered for any medical expenses will be self-borne. It is strongly advised that proper insurance ranging from medical treatment, medication, hospital boarding and accident coverage be purchased. Kindly inform the officials on details of the medical insurance at the time of registration/race pack collection

NUTRITION

Electrolyte drinks, water, soda, and fruits will be available on the race course.

INFORMATION DESK

The information desk will be located at the Powerman Expo Area where athletes will be able to receive information on maps, athletes list, event programs, transport information and other related information.

FINISH LINE AND RECOVERY PROCEDURE

Kindly respect the finish line area as to not allow celebration to interfere with other athletes` finish line experience.

RETURN OF TIMING CHIPS

Kindly return the timing chips to the volunteers positioned at the finish line upon completion of race.

Any damaged or lost timing chips will be charged back to the athlete at no less than Php 1,000.

COLLECTION OF BIKES

The collection of bikes at the transition area will be from 11:45 to 15:00 on Sunday, October 8. Officials will also advise on that day if the check-out time for bikes is changed. ID wristband will be used as verification for bike collection. Athletes who do not possess the ID wristband will not be permitted to collect their bikes.

In the instance of less than three persons in an age group category, the persons will need to finish within the stipulated cut off time to be recognized as top 3 finisher in the respective category.

Winners will also receive special tokens from sponsors.

To earn a `Finisher” shirt, individual long distance participants will need to finish within the stipulate cut-off time. Medals will be given to all participating athletes who complete the required distance in the race.

Non-finishers must not run through the finish line but to proceed to the race secretarial to report non-finish.

RESULTS

Results will be posted in Powerman Philippines website on Monday, October 9 at www.powerman.ph

PRIZE GIVING CEREMONY

The top finishers in each category will be recognized and presented with a trophy at the Prize Giving Ceremony podium area on Sunday October 8. Winners are required to be present and on time to receive their prize.

COURSE INFORMATION

CANCELLATION AND ROUTE AMENDMENT

The organizer reserves the right to cancel the event at any time without the prior notice to the participating athlete(s). However, reasonable effort of communication will be made prior to such cancellation. Should there be any cancellation, there will be no refund of fees paid and the organizer shall not be liable for any loss or inconvenience caused.

The organizer reserves the right to amend the event race course as they deem fit for the safety of the participating athletes and/or to prevent any potential hazards, at any time without prior notice. In such cases, reasonable efforts of communication will be made prior to such change. Should such change take effect: the organizer shall not be liable for any loss or inconvenience caused.

CLOSURE OF ROADS, CUT OFF TIME AND TRAFFIC

The race route will have moderated traffic for the duration of the race up to seven (7) hours. From the first flag-off at 6:00. After the seven-hour cut off mark, the roads will be re-opened to vehicle traffic. The organizer reserves the right to re-open the race route to vehicle traffic at the officials` discretion for operational reasons and/or to prevent any potential hazards, without prior notice to participating athletes.

While we implement traffic management infrastructure throughout both bike and run courses. There will be public vehicles sharing the roads at times. As such, please exercise caution and tolerance on such situations, particularly at intersection intersections and roundabouts. Police, traffic controllers, course marshalls, and event crew will be on routes to assist. While the organizer takes every reasonable step to ensure traffic safety for the athlete, they are not liable for any mishap should it happen along the race routes.

ON COURSE RESTRICTIONS

Pets, in-line skates, push carts, shoes with built-in or attached rollers or any other wheel run object, and other vehicles are not allowed on the race course. Only official race and medical vehicles are allowed.

DISTANCE MARKERS

Distance markers will be located every 1 kilometer along the run course.

RUN COURSE RULES

  • If an athlete receives an infringement during the run, they may be required to serve a stop-start penalty on the course with the Technical Official where the infringement occurred.
  • Only running or walking is allowed, no other form of locomotion permitted.
  • Athletes are required to wear their race number bibs on the front or race belts with number being visible at all times on the course.
  • Unauthorized support vehicles or non-participating athletes are banned from the course. A non-participating athlete includes supporters, coaches, athletes who have withdrawn from the race, athletes who have been disqualified or athletes who have completed the race. Any other outsider not listed here are also not permitted. It is permissible however for athletes who are still completing to run alongside each other.
  • Any athlete found to be discarding equipment, cups or rubbish on the course other than at the drop zones situated at the aid station, shall be subject to penalty or disqualification.
  • Athlete must be fully attired at all time.
  • Athletes who fail to complete the entire course shall be disqualified.

GENERAL RULES

  • Athlete must be fully aware of the course layout for bike and run.
  • Athletes are expected to follow the directions and instructions of all race officials and public authorities.
  • Medical personnel shall have the final authority to remove an athlete from the race the athlete is physically incapable of continuing the race as to avoid any serious injury or death. Any athlete therefore who are transported in a medical vehicle shall be classified as Did Not Finish (DNF).
  • Fraud, theft, abusive behavior and any act of poor sportsmanship by an athlete are grounds for immediate disqualification and may result in suspension from future Powerman events
  • The organizer reserves the right to amend the result at any time provided reasonable notice is given to the athletes.
  • Any athlete who decides to drop out from the race must report to the race official on course.
  • No communication and electronic devices such as mobile phones, headsets, etc are permitted during race. Usage of such devices may result in disqualification.
  • The use of cameras or video cameras is prohibited unless permission is given by the organizer. Unauthorized use of cameras or video cameras may result in disqualification.
  • Athletes are not allowed the transfer registration to another athlete. Any attempt of transfer may result in disqualification and suspension from future Powerman events.

RUN COURSE RULES

  • Athlete must be fully attired at all time.
  • Athletes who fail to complete the entire course shall be disqualified.

BIKE COURSE RULES

  • Athletes may walk their bike if necessary but must not progress on the bike course without their bike.
  • Shoes and top must be worn while cycling.
  • Drafting another bike or any other vehicle is strictly prohibited and illegal in this event. An athlete found drafting will be served a time penalty by officials.
  • A pass occurs when the leading edge of the overtaking athlete’s front wheel passes the leading edge of the front wheel of the athlete being passed.
  • Athletes must obey all traffic laws (governed by the Road Transport Ministry) unless otherwise directed by the official.
  • Athletes must ensure that their race numbers are clearly visible on front and lower back of their jersey or attire during cycling.
  • Cycling helmets are compulsory during the entire bike course. These must be in accordance with updated UCI helmet requirements.
  • No communication and electronics devices such as much mobile phones, headsets, etc are permitted during race. Usage of such devices may result in disqualification.
  • Individual support vehicles and support crews are strictly prohibited.
  • Aero bars and clip ons may be used, however all ends must be plugged.
  • All bikes must not be installed with any motorized mechanism and must strictly be unfoldable.

DRAFTING

This is non drafting race; as such the following rules will apply:

  • Drafting off another athlete or motor vehicle is strictly forbidden. Athletes must be rejected drafting attempts by others.
  • An athlete is entitled to any position on the course, provided they arrive at the position without making any physical contact with other athlete.
  • The draft zone for all athletes will be rectangle 10-metre-long (5 bikes length) by 3 meters wide. As a guide, on roads with broken line markings each line is 3 meters in length and the distance between the lines is 9 meters.
  • The draft zone will be measured from the back edge of the back wheel of the bike in front to the front edge of the front wheel of the bike behind.
  • An athlete may enter the draft zone of another athlete, but must be seen to be progressing through the zone.
  • A maximum of 30 seconds will be allowed for an athlete to pass through the zone of another athlete.
  • An athlete may enter a bike draft zone (subject to official’s judgement) in the following circumstances.
    • If an athlete enters the draft zone and progresses through it within 30 seconds
    • For safety reasons
    • At an aid station
    • At the exit or entrance of the transition area
    • At an acute turn or U turn
    • If the race officials exclude a section of the course because of narrow lanes, construction, detours or for other safety reasons.
  • Drafting is defined as:
    • An athlete is passed or deemed to be overtaken when another athlete’s front wheel is ahead of theirs.
    • Once overtaken, it is upon the onus of the overtaken athlete, who must immediately move out of the draft zone of the leading/overtaking athlete. In this instance, a 15 seconds rule will apply.
    • The race officials will record the race numbers of athletes who are caught to be drafting. Any athlete whose race numbers appear 3 times or more will be disqualified from the race. The Race Director’s decision will be final in this matter.

GENERAL DISQUALIFICATION

  • Consumption of alcohol or other drugs 24 hours before the race
  • Consumption of performance enhancing stimulants
  • Refusing to follow rules and/or instructions of race officials
  • Failure to follow the prescribed course route
  • Usage of abusive language or untoward/ unsportsmanlike behavior towards any officials, event crew or volunteers.
  • Blocking, charging, obstructing or interfering with the forward progress of another athlete
  • Unfair contact. When several athletes are moving in a limited area, contact may occur; incidental contact between athletes in equally favorable positions is not a violation.
  • Accepting assistance from any person other than a race official or accepting assistance from a race official which gives an unfair advantage.
  • Departing the course for reasons of safety but failing to re-enter at the point of departure
  • Deliberately discarding personal times, equipment, or rubbish on the course other than at the appropriate disposal areas.
  • Wearing items deemed hazard to oneself or others: ex. Headsets, jewelry, earphones, etc.
  • Using unauthorized equipment to provide an advantage or which endangers others.
  • Violating traffic regulations.

PROTEST AND COMPLAINTS

Complaints or protest of being fouled by other athletes or notices of violation or protest must be filed officially in writing to the Race Technical Director within 30 minutes of completion of race, with a protest fee of USD 50. The fee may be refunded if the protest is deemed valid. Verbal protest will not be entertained. The officials reserve the right to apply due discretion on a case to case basis. Decision of the Race Director is deemed final.

CONTINGENCY PLAN

A Race Director Committee has been established to consult, make decisions and manage the implementation of any contingency plans.

The committee will meet at 17:00 on October 7 to discuss any forecast extreme weather patterns for Race Day and will review plan in the event of cancelling or altering any component of the race. Any changes which differ greatly from the advertised/provided information will be communicated to athletes at the race briefing and race park collection days. The committee has the right to make such changes in line with the smooth operations and safety of the event.

The committee will ensure that they provide a duty of care to all athletes, staff, volunteers and spectators with the well-being of all individuals being the highest importance. Extreme weather may be defined as weather that threatens the immediate and long term well-being of an individual as a result of rain, lightning, wind or heat. The committee will make their decision should conditions such as, but not limited to, any of the following be either forecast or prevail:

  • Extreme temperature
  • Extreme weather condition

The committee may consider implementing one or more of the following actions if deemed necessary in the interests of athlete safety:

  • Shorten the distance of one or more of the course (run, bike, run)
  • Commence an early or late start
  • Cancelation of one or more of the course including the entire event

CONTINGENCY RUN COURSE

In in the instance a section of the run course is impassable, the committee will ascertain whether the course will be cleared and determine the timeframe or whether an alternative route can be made to bypass such impacted section. The solution taken by committee will depend on whether this was identified pre-race start or post run course start.

PRE-RACE START

  • If the course can be cleared in an acceptable timeframe, within 30 minute, the committee will start the event at the scheduled times
  • If the course cannot be cleared in an acceptable timeframe, more than 30 minutes, or an alternative route be identified, the committee may decide the delay the start so that the athletes can be briefed on the new course segment.
  • If the course cannot be cleared and an alternative route cannot be identified within 1 hour, the committee may decide to declare the event a run or bike only or cancel the event.
  • If there is a delay following the race start, the committee will ensure all runners complete the course by evening.

POST RUN COURSE START

Athletes will be required to stop in the direction they are travelling on either side of the impacted area.

  • If the course can be cleared in an acceptable timeframe, within 30 minutes, the event will proceed with athletes being released at 15 second intervals based on their positions prior to the stoppage.
  • If the course cannot be cleared in an acceptable timeframe, within 30 minutes, and an alternative route cannot be defined, the committee may decide to declare the event a run or bike only or cancel the event.

CONTINGENCY BIKE COURSE

In the instance a section of the bike course is impassable, the committee will ascertain whether the course will be cleared and determine the timeframe or whether an alternative route can be made to bypass such impacted section. The solution taken by committee will depend on whether this was identified as a pre-race start or a post bike course start.

  • If the course can be cleared in an acceptable timeframe, within 30 minutes the committee will start the event in scheduled time.
  • If the course cannot be cleared in an acceptable timeframe, more than 30 minute, or an alternative route be identified, the committee may decide the delay the start so that the athletes can be briefed on the new bike course segment
  • If the course cannot be cleared and an alternative route cannot be identified within 1 hour, the committee may decide to declare the event run or bike only or cancel the event.
  • If there is a delay following the race start, the committee will ensure all cyclist complete the course by noon.

WEATHER

Should bad weather occur during athletes on the course, the committee may choose one of the following actions:

  • If the weather condition is considered non-life threatening and it is expected to improve in an acceptable timeframe, within 30 minute, the committee may decide to allow the athletes to continue the race.

If the weather condition is considered life threatening and it is expected not to improve inn an acceptable timeframe, within 1 hour, the committee may decide to declare the event a run or bike only or cancel the
